Pakistan's AI agenda is no longer limited to innovation policy. By 2026, the country has moved toward a broader model that links AI adoption, sovereignty, governance, public value, capability building and accountability.
Two documents define the current direction
The National AI Policy 2025 establishes a national strategy for developing an AI ecosystem, promoting responsible use and building the capabilities required for adoption. The Islamabad AI Declaration, adopted in February 2026, goes further by articulating a sovereign, responsible and capability-driven position for AI.
What changes for organisations?
AI governance must become an operating capability
Policies alone are insufficient. Organisations need an AI inventory, approved-use process, risk classification, accountable owners, data controls, human oversight and monitoring for deployed AI systems.
AI security becomes part of cybersecurity
Traditional security programmes were designed around applications, infrastructure, identities and data. AI introduces additional risks: prompt injection, training-data leakage, model misuse, insecure agents, unintended automation, model supply-chain exposure and unapproved use of public AI services.
Sovereignty becomes an architecture question
Where models are hosted, where data is processed, which providers are trusted, how sensitive information crosses boundaries and how dependent organisations become on external model ecosystems are strategic design decisions—not simply procurement details.
A practical AI governance minimum
- Enterprise AI inventory and ownership.
- Acceptable-use and prohibited-use rules.
- AI risk assessment before production deployment.
- Data-classification controls for AI services.
- Human review for high-impact decisions.
- Security testing for AI-enabled applications and agents.
- Third-party/model-provider assurance.
- Continuous monitoring and incident response for AI systems.
Cyber Safe Pakistan's AI Security Forum should focus on exactly this transition: moving from excitement about AI to trustworthy adoption at national and enterprise scale.
