The convergence
Cloud, data exchange, identity and AI are often discussed separately. Pakistan's current digital programme shows why they must be designed together. Data sovereignty is more than data location
Hosting data locally may be relevant for some workloads, but sovereignty also includes who controls encryption keys, who administers infrastructure, which laws apply, what dependencies exist, how systems recover and whether an organisation can continue operating during geopolitical or provider disruption.
Research conclusion
Pakistan's strongest path is not "cloud versus sovereignty." It is a secure architecture in which cloud adoption is matched by governance, resilience, interoperability and appropriate national control.
